October 2023 presented a complex picture for Hyndburn's crime profile, with the most unexpected development being the sharp rise in shoplifting. The district recorded 928 crimes overall, translating to a rate of 10.8 per 1,000 residents—35% above the UK average of 8.0. This elevated rate is driven by a combination of factors, including the dominance of violent crimes (302, 32.5% of total) and anti-social behaviour (246, 26.5%), both of which exceed national benchmarks. The seasonal context of October—shorter days, the return of clocks to standard time, and the approach of Halloween—likely contributes to the spike in anti-social behaviour, which is 127% above the UK average. While shoplifting (79 cases) and criminal damage (74 cases) also show significant increases, the most alarming statistic is the 30% gap between Hyndburn's violent crime rate (3.5 per 1,000) and the UK average (2.7 per 1,000). This suggests that localised factors, such as the area's mix of urban and semi-rural environments, may be influencing patterns. The presence of multiple retail centres and high streets in the district could explain the shoplifting surge, while the higher-than-average violent crime rate may reflect challenges in managing public spaces during darker evenings. These findings underscore the need for targeted strategies to address both property and violent crime, particularly as seasonal changes continue to shape criminal activity.
