August 2023 presented a mixed picture for Colne’s crime profile, with a 27.9% month-on-month decline in overall crime rates, yet the area still recorded a rate of 11.5 per 1,000 residents—42% above the UK average. The top three crime types were violence and sexual offences (27.1% of total), anti-social behaviour (25.3%), and shoplifting (15.1%), reflecting patterns consistent with Colne’s character as a built-up area within Pendle. The surge in shoplifting, rising 70% from July, aligns with August’s peak holiday season, a time when empty homes and increased retail foot traffic may create opportunities for theft. Meanwhile, the sharp decline in anti-social behaviour (down 44.7%) and public order offences (down 36.4%) could be attributed to reduced public gatherings during the summer holidays. Colne’s violent crime rate—3.1 per 1,000—remains 17% above the UK average, a figure that may be influenced by the area’s proximity to rural zones where social tensions occasionally flare. Anti-social behaviour, at 2.9 per 1,000, is 101% above the UK average, suggesting that local factors such as housing density or community dynamics may be contributing. The data also reveals that Colne’s rate of vehicle crime (1.1 per 1,000) is 124% above the UK average, a statistic that may be linked to the area’s commuter routes and the presence of industrial zones that attract opportunistic theft. These trends underscore the need for targeted interventions, particularly in retail and residential areas, while the month-on-month improvements in anti-social behaviour and public order offences offer a glimmer of hope for sustained progress.
